Colbear Consulting is built on my strong belief in the public sector's ability to improve people’s lives, particularly through the front line services provided by local government. 

I work with clients to enable them to improve outcomes for their service users and balance their budgets.

Colbear Consulting builds on my 20+ years' experience of working with and for the public sector, working at every level   from Chief Executive to front line teams.

At Colbear Consulting I support clients through direct project delivery, working with wider teams to deliver change, and targeted support including facilitation and coaching.

Local Government Reorganisation 

Working with groups of councils to navigate local government reorganisation - balancing political priorities, statutory requirements and the needs of residents to develop workable options that can achieve the benefits expected from the LGR process.

Working across a service - and it's partners - to set strategic direction and translate this into practical action. This includes working with senior management to understand the challenges they face and how they can be addressed, and sitting side-by-side with social workers to test and implement changes.

Developing an understanding of the local challenge with front line teams to identify opportunities across the system to manage demand for transport. This includes working with transport and SEND teams, schools, parents and providers to find ways to provide the right type of transport at the right time for a child or young person.

Understanding local demand and the implications this has for service delivery and allocation of funding. This includes analysing where     demand is coming from and what form it takes, and then working with partners - including health and providers - to identify opportunities   to manage this more effectively.
